The document lists more than 150 diseases, including infectious diseases, cancer, mental health, etc. According to the bill, expose administrative arrest   violators of the rule of law can not, if they have a history of:
1. The active form of tuberculosis.

2. Diseases accompanied by complete blindness.

3. Diabetes mellitus type 1 and 2 that require insulin therapy.

4. Diseases of the kidneys and urinary tract, as well as complications of other diseases requiring extracorporeal detoxification.

5. Malignant neoplasms (severe general condition on the background of palliative care; incurable disease with pronounced symptoms of intoxication, cachexia, and the collapse of the tumor).

6. Malignant neoplasms of lymphoid, haematopoietic and related tissue with pronounced symptoms of intoxication.

7. Inoperable benign neoplasms of the brain and spinal cord with impaired motor, speech and visual functions (pronounced hemiparesis, paraparesis, triparezy, tetrapareses, hemiplegia, paraplegia, triplegii, quadriplegia) and liquor dynamic disorders.

8. Diseases of the nervous system with a chronic progressive course, with motor disabilities, speech and vision functions (hemiparesis, paraparesis, triparezy, tetrapareses, hemiplegia, paraplegia, triplegii, quadriplegia, ataxia, total aphasia).

9. hereditary progressive neuromuscular diseases (Duchenne muscular dystrophy psevdogipertroficheskaya, spinal atrophy Werdnig-Hoffmann), progressive neuromuscular diseases in violation of bulbar function, muscle atrophy, impaired motor function and (or) infringement of bulbar functions.

10. Neurodegenerative diseases of the brain (Parkinson plus).

11. The diseases are characterized by high blood pressure complications of the central nervous system (motor disorders, speech and vision functions), the heart muscle (accompanied by circulatory failure IIB - III degree), kidney (chronic renal failure IIB - III stage).

12. Ischemic heart disease with coronary insufficiency III - IV functional class of angina and circulatory failure

13. Respiratory diseases with a progressive course, accompanied by respiratory insufficiency II - III degree, coupled with circulatory failure IIB - III degree.

14. Liver cirrhosis with hepatosplenomegaly and portal hypertension III degree.

15. fecal, urinary fistula, stoma.

16. contractures or ankylosis large joints upper and lower extremities in functional disadvantage.

17. Congenital malformations of the musculoskeletal system with impaired function of support and movement.

18. The consequences of traumatic brain (spinal) cord with motor disabilities, speech and vision functions (pronounced hemiparesis, paraparesis, triparezy, tetrapareses, hemiplegia, paraplegia, triplegii, quadriplegia, ataxia, total aphasia) and disorders of the pelvic organs.

19. Defects of the upper extremity: amputation of the shoulder joint, shoulder disarticulation, the stump of the shoulder, forearm, wrist absence, the absence of all phalanges of four fingers, except the first, the absence of three fingers, including the first.

20. Defects and deformation of the lower extremity: amputation of the hip, hip disarticulation, the stump of thigh, drumstick, no foot.

A complete list of diagnoses will be available when the resolution is approved in all instances.

For reference:
The maximum period of administrative detention - 15 days. Currently, the penalty does not apply to pregnant women, mothers of children under the age of 14, disabled groups I and II, a minor Russians soldiers called up for military training, and MDV employees, Federal Drug Control Service, Federal Customs and fire services.
